Résumé
La menace terroriste et les réponses à lui apporter ont donné lieu de ce côté de l'Atlantique, surtout après le 11 septembre 2001, à une littérature de sciences sociales relativement abondante. Cette production se rattache pour l'essentiel à une tradition critique des Relations Internationales anglo-saxonnes, fondée sur une épistémologie post-positiviste alors fort en vogue, et qui a trouvé en Europe, notamment en France, d'assez puissants échos. L'objet de cet article est de reconstituer la logique à l'œuvre chez les auteurs considérés, qui tous ont en partage une mise en cause des évidences de l'antiterrorisme : celle d'une spirale de l'insécurité issue de la construction intersubjective des menaces. Il s'agit de se saisir des enjeux fondamentaux qui parcourent l'antiterrorisme en termes de liberté et de sécurité. Ce questionnement théorique prend pour point d'ancrage l'épine dorsale du vivre-ensemble : l'identité politique, et l'applique à l'Europe dans le contexte des réactions diverses, parfois polémiques, qu'y suscite la “guerre contre le terrorisme” aux États-Unis après les tragédies du 11 septembre.
Abstract
The terrorist threat and the response it has elicited, notably from 9/11 onwards, have generated a relatively abundant social science literature in Europe. Such a production has to a large extent drawn upon the Anglophone IR tradition of Critical Studies based on a post-positivist epistemology then in vogue, and which has found a somewhat powerful echo on the Continent, not least in France. The purpose of this bibliographic essay is to highlight the logic at work in the reasoning of authors questioning the conventional wisdom on antiterrorism : that of a spiral of insecurity born of the social construction of threat. The issue raised resides in the fundamental challenges of antiterrorist policies in terms of freedom and security. This line of theoretical questioning uses the backbone of societal coexistence and cohesion - political identity - as its point of reference, and applies it to Europe against the backdrop of the diverse, at times polemic, reactions raised there by post-9/11 US “war on terrorism”.
